Kvitova had a game point at 5-4 but was beaten for the second time in a row by Bogdan.
Bogdan also had two set chances when Kvitova served at 5-6, one saved with an ace and the second with a forehand winner.
Kvitova was delighted when Bogdan’s backhand found the net underneath strain in the tiebreak.
Kvitova, who won Wimbledon in 2011 and 2014, will now face Spain’s fourth seed Paula Badosa, who defeated Romanian Irina Bara 6-3, 6-2. Kvitova has only reached the fourth round of Wimbledon once since winning her second title, but she is in the strong condition after claiming the Eastbourne grasscourt championship last week.
