FIFA Clearing House Gets French Banking License: The French authority granted the FIFA Clearing House a license to operate as a payment institution on Friday, September 23rd.
The authorization from the ACPR enables the FCH to open as a payment processor, meaning that people can pay for memberships and items through them without having to leave the page.
The idea for a clearing house came from the FIFA Football Stakeholders Committee and was endorsed by the FIFA Council. The system is governed as an independent entity set up in France as well as a global partnership between FIFA and the French authorities.
The FCH can be described in two phrases. The first is centralizing payments between clubs and assessing which club pays the other for training opportunities. Secondly, financial transparency and integrity in international transfers.
FIFA took the initiative for a new system, The FIFA Clearning House. This new system has been introduced to help shape the future of Football. The decision was made due to complaints on the current transfer system and its lack of principles and good governance.
Emilio García Silvero, FIFA’s Chief Legal and Compliance Officer, said they anticipate starting to operate again very soon. He made this statement after receiving approval from French banking supervisory authorities and taking steps to finalize their agreements with the banks involved.
A number of prestigious international organizations have praised the Football Club House initiative. The Council of Europe’s Group on Corruption presented a report in May 2021 where they stated, “The FCH would represent a significant move towards comprehensiveness, transparency and integrity for global football transfers. Similarly, the European Parliament adopted a report on EU sports policy in November 2021 where their sentiments were similar.
FIFA wants to provide more compensation to training clubs. FIFA President Gianni Infantino has emphasized that world football is imbalanced and there needs to be more rewards for training clubs. FIFA estimates that close to USD 400 million should be distributed each year, and it’s estimated that currently, training clubs only receive around USD 70-80 million
